While some argue that taxpayer money should be strictly reserved for functional necessities like healthcare and infrastructure, others contend that a city’s soul and economic vitality depend on investments in arts and culture. Both perspectives offer valid insights into what makes a city truly livable.

The Case for Essential Services
Proponents of the "essentials-first" approach argue that a government’s primary mandate is the safety and well-being of its citizens. Without a robust healthcare system, a reliable educational framework, and high-quality infrastructure (such as roads, electricity, and clean water), a city cannot function.

From this viewpoint, funding a local gallery while public schools are understaffed or hospitals are overcrowded is seen as a fiscal irresponsibility. In rapidly growing urban centers, the pressure on basic utilities is immense; therefore, prioritizing these sectors ensures a stable foundation for the entire population, particularly for the most vulnerable who rely heavily on public services.

The Case for Arts and Culture
Conversely, advocates for cultural investment argue that a city is more than just a collection of pipes and buildings. Arts, culture, and entertainment are essential for the mental well-being of residents and the social cohesion of a community. Museums, parks, and theaters provide spaces for interaction and creative expression, which can reduce social isolation and foster a sense of belonging.

Furthermore, there is a strong economic argument for this spending. "Creative cities" often attract tourism, high-skilled talent, and private investment. A vibrant cultural scene can transform a dull industrial area into a thriving commercial hub, eventually generating more tax revenue that can be funneled back into healthcare and education.

Personal Opinion and Conclusion
In my view, the two sides are not mutually exclusive but are instead deeply interconnected. While it is true that a city cannot survive without clean water and hospitals, it cannot thrive without the inspiration and community spirit provided by the arts.

I believe the most effective urban strategy is a balanced allocation model:

Infrastructure and Health provide the "body" of the city.

Arts and Culture provide the "spirit" and long-term economic allure.

A city that ignores its cultural identity risks becoming a sterile, utilitarian environment that struggles to retain its citizens. Therefore, while essential services must take priority during times of crisis, a portion of the budget should always be dedicated to the arts to ensure a holistic quality
